I have a question regarding shoulder boards worn by diplomats and government officials. Does anyon know the designation of the color underlays? I have observed dark blue / black, light blue, white, and red. The books (Bender and another book published in the early 80s) specify that dark blue/black underlay is for diplomatic service. However there also exists white and red, the white is also observed on the dark blue/black uniforms (so it is not just for summer tunics). Does anyone know what the white and red underlays designate?? Perhaps a certain government ministry??? All help is much appreciated.
