The SS had strong links with the HJ-Landdienst and the HJ-Streifendienst. The boy at the front has a cuff title which I would say is almost certainly from one of those organisations.

I saw another picture of a SD man (looked exactly the same) with the HJ. Just his SD patch was visible.
