Police Shako question

A guy I trade with bought a grouping and says he in it is a black shako with a gold sunburst with a police emblem (TR) in the center. Were there any variations on the police shako for say water police or anything or does this sound like a postwar mock up (there is also a luft helmet and Tank wrapper in the group)

Without photos it is difficult. Perhaps a Weimar era shako plate with the Prussian eagle removed and a III reich one installed, or a post war W.German plate painted gold with the center removed and III Reich eagle added. Would doubt an authentic instance of the first suggestion.
