I believe this policeman to be from the State of Oldenburg.

Because of the "bullion" plume, the EK1, probably a Leutnant or Oberleutnant. State of Oldenburg only had 500 policemen and a handful of Gendarmerie (englisted and officers)

Could one of you please tell me what the small ribbon in the button hole of his left tunic pocket is.
It looks like a small version of the WW1 EK2 ribbon. Was this the usual place to wear it on a Polizei uniform?
