Need help in a Police Promotion Document , who signed it??

The document is dealing with the promotion of a policeman in the town

Bochum and the signature is given by the deputy of the local Bochum

Polizeipräsident who was commanding the police force.

You could ask in the local Bochum townarchive. Their email address:

Stadtarchiv@bochum.de

They should know this high ranking policeman (rank: Oberst / Colonel)

SS Standartenführer 1 May 1942 and Polizei-Oberst (the dates weren't always the same) per 9.11.44 SS Seniority List:
1914 Iron Cross 2nd Class, Hindenburg Cross X, SS Totenkopf ring. Attached nominally to SS Standarte 30 (Bochum)

He's not in the 1938 SS Seniority List, so apparently only granted SS rank when he was promoted to full Police-Colonel.
