NPEA - Patches & Shoulder Boards...

I picked up these NPEA Boards as part of a Collection that I recently purchased. I don't know very much about the NPEA Cloth Items ... but I think that these will display well next to NPEA Daggers. (Ron W. covers the NPEA Daggers fantastically, but the NPEA Cloth is not a part of the Books)

What was the Rank & Use were these Shoulder Boards intended to fill?
