Postal Sport Shirt Patch

Gentlemen,
I had posted this awhile ago with no conclusive ending. It was said this could be an Eastern Peoples Patch or a Political Leaders sport shirt patch. I just recently was told that its a Postal Sport Shirt Patch and that these are not uncommon. Does anyone know for absolute sure what this is?
