RAD Wall Plaque--Help Please

Can any one of the more knowlegeble members tell me for what this RAD wall plaque was issued?

It is a very well made plaque being made of bakelite with the stamped metal front and the name of the member prominently displayed.

I think this is a honour plaque given for RAD authorities to somebody who did some profit to the organisation (an special donation, participation in RAD activities, service for a long time...).
