While researching the question of use of the Command Staff collar tabs, I came across an intersting point about Bill's mania- sleeve eagles. The 1937 (RdErl. p.1131) description of the police arm insignia (sleeve eagle) on new uniforms describes the Gendarmerie eagle as bearing the Standortbezeichnung (garrison designation) of the city name of the seat of the Administrative President (Reg-Bezirk) or District Chief and so forth as used in other Lander to which the Bezirk (district) of the Gendarmerie official belongs. In other words, a Gendarmerie eagle patch bearing the name of Kassel, could have been used by a Gendarme in anyone of several rural districts within the Reg-Bezirk of Kassel.
So there were a finite number of names that could have been used on Gendarmerie sleeve eagle patches. And any particular name did not mean the Gendarme wearing it was necessarily working in that district.
