It's a breast eagle for a veterans organization (NSKOV?) jacket. Yours is more ornate that others I've seen, but the hinge/pin setup looks ok. I can't provide a value, but I think one of these was on the e-stand recently - might try a search there.

this is the N.S.germans soldier association breast eagle (95mm) eagle faces left (as viewed) as apposed to the NSKOV (DISABLED vets. organisation) eagles head faces right as viewed.

Were these strickly civilian, or were they authorized for military or Parti uniforms? I have a similar breast eagle and a matching stick pin.
