Police Insignia Identification/Authenticity

Good afternoon,

I recently received this insignia as a gift and wanted to determine if it was authentic and also what type of insignia this is. It looks like a police cartouche for a dress ammunition pouch, although the pins are confusing me.

Any feedback is appreciated, I was thinking this could be related to the police or even water police. Thank you and have a great night.

Unfortunately it's a cast reproduction, wrong materials and wrong mounting for the cartouche box, that's what size it appears to be.

That is another bad example, really poor details, cast reproduction.
