Werk Schutz Security Armband

Would appreciate any opinions for this Wert Schutz armband. Thanks

The werkschutz were civilian security guards. They were hired by private companies and wore uniforms supplied by the company. They did not hold any "official" government position. Why would they wear a state service eagle and have an armband "approved" by a local SA group? This armband doesn't make sense to me.
