I vote for Ron's example which ties in with the Austrian cut pocket flaps on the major's tunic,as well as all the others.

The car flag indicates they are Schupo on the staff of the local police administration. Looking at the barracks in the background, perhaps they are on an inspection of one of the local Ostmark training battalions. Is there any license plate visible or is this the only image?

I think the overlapping wreath nails it ('Austrian War Cross for Civil Merit '). No licence plate or writing on the back unfortunately. Thanks all for the replies !
