In my opinion, early Bahnschutz [Railway Protection] collar patches.

That is what I thought also, but the early configuration of the stars is different (about 1933/34)
and later also different as the shown ones. I do not know if the ones shown here are actually TR?
During the TR period the number 9 stood for Erfurt.
