What organization did these belong to?

Hi all,
As the title says,what organization did this cufftitle and arm badge(I presume its an arm/sleeve badge) belong to? I think they might have something to do with the railways???

Any info would be greatly received!

Dave, These were worn by personnel of the German National Railway system. The cuff title was introduced in February 1941. The eagle badge was introduced September the same year. HVD stands for Hauptverkehrsdirektion (Central Traffic Directorate). Very nice set. Tom
