Can't ID the SS-Oberführer yet, but the man at center in leather greatcoat is Reichsminister des Innern Dr. jur. Wilhelm Frick. Next in line is SS-Brigadeführer / Gauleiter e. h. der NSDAP (e. h. = “ehrenhalber”, i.e. he was an honorary Gauleiter) / Regierungspräsident Hans Krebs, and finally the Gauleiter of Reichsgau Sudetenland, eventual SS-Obergruppenführer Konrad Henlein.

Just a guess, but location is likely Reichenberg / Sudetengau, ca. 1939.
