Help needed with Foreign Language Document for Gross Deutschland

I am going to be offering a GD document grouping on estand very soon and wanted to try to find out more about this particular piece first. My scanner cut the top and bottom off ( a very long document ) but the original is all there. Any help at all would be appreciated.

Rumanian document

Eric,

Since my mother tongue is latin one (Italian) I can deduce by reading it that this document (Verleihungsurkunde) is in Rumanian language and says that the Rumanian authorities are awarding a German soldier (Nebelwerfer or Minenwerfer?) with the quite common and well known medal "crusade against the communism" (in German Kreuzzug gegen den Kommunismus" with the bar "Crimea" (Krim Spange).
