Two Characters

I noticed these two fellows in one of my albums, not sure why they are together?

I managed to get one removed without hurting it, the photo has writing on the back.

The inscription says " With O(rganization) T(odt) Meister Winkler in the east in June 1942". I would imagine the soldier was visiting someone he knew from home.

That makes sense, the fellow on the right is a Organisation Todt member. I thought it was a non German uniform but was confused by the German pants, boots and hat.
