    You can buy a scanner that has a section for negatives. Or you can try this free phone app or one like it.

        I use epson perfection v600 scanner - it can scan both negatives (35 mm and bigger sizes too) and normal photos\documents. I am happy with the quality of this device. If you have a good quality initial negative- you'll get a perfect result without doubt. See example below.
