I agree with Cesky: the name ist Seinader Josef .

Still today you find a Josef Seinader in Koblenz.

Thank you gentlemen!..the name is in a early Gau level cap. Hopefully I can find if someone was in the Gau with that name. Here’s a picture of the cap!
