Regiment general Göring citation

I'm sharing this early document from the regiment general Göring, signed by Oberst Walther von Axthelm (RK in 1941, later general der flakartillerie) to a flak gunner.
I made some researches, I didn't find anything about the soldier. Did he become a paratrooper, or not?

He was for sure a flakman, but I think there were some in the paratrooper too, no? I'm not very aware about the construction of the brigade and then the division. That's why I'm asking!
