Could someone tell me what this document is exactly? Buchenwald was liberated by then wasn't it?

It is a certificate that the miner Gustav Patz, born 5.2.1913 in Wattenscheid ... was kept
imprisoned in the KZ Buchenwald by the Gestapo Bochum from 21.4.38 until 20.4.1939.
On the back are entries/stamps dealing with ration cards etc.

The document ends by stating that Patz had not come to the attention of the police in Wattenscheid so presumably it confirms that he does not have a criminal record.
