Your idea on this marking

I have one new photo in my collection, with one Pkw carrying the marking which is known to be the one of the II.SS.Pz-Korps for the operation Zitadelle.
But..........with "WH" registerd plate.
The photo is taken on the Red Square of Kharkov, and the soldiers are Wehrmacht Heer too.

Anybody have idéa.

The DR markings at Kursk looked very different.

I does not write 2.SS "Das Reich" but 2.SS Panzerkorps.
