Aerial Polizei surveillance photos?

If anyone can help identifying the flyers and army figures in these photos, please do. I can research this Police institute for Technik and Wehrker, but I’m betting There’s an expert out there who can clue us all in and save me the trouble.Note: the man in the foreground at the table at the gathering at Templehof, also shows up as a Luftwaffe major and in a souvenir photo album in my possession, of a big Luftwaffe operation in 1938, the albums of which were given to the high - ranking leaders of the Luftwaffe who took part in the exercise. I have this album, and if you want to see it I will be happy to post. Incredible uniform photos, especially the Luftwaffe capes.
It may, again be associated with Luftwaffe reconnaissance corps(?) , given that this chap obviously flew aerial reconnaissance for the police pre-war.

Respect:
Lastly, look at the respect these flyers pay, by bowing humbly to a Reichswehr figure!
Intriguing. They are all wearing leather flying Jackets, he is in army uniform.
Why the deep respect?
Also, you plane experts out there- isn’t that the Focke-Wulfe 123 that was in the previous photos? If not, what? Save me research time!
Cheers all. I really hope these pictures are interesting to some of you!!!
