AH phoro, who is he with?...and Map?

I have a photo that surfaced in a WW11 photo collection.....this is a photo of Adolph Hitler, but I can't tell who the others are......The estate this collection was of a service photographer that belong to the "Utility Squadron One" US Navy, serving in WW11......any help on identifing others in this photo?
There is also some sort of German map photo included.

On the right with the folder is Fritz Todt.

The map appears to detail the German West Wall, constructed to oppose and defend against the French Maginot Line in the late 1930s. The West Wall was a major construction project awarded to the Organization Todt, headed by Reichsminister SA-Obergruppenführer Fritz Todt, and Todt's presence in this photo among senior military and political officials seems to indicate that the West Wall was the location and the reason for this gathering. Though the clarity of this photo is poor, it may be that the person standing on the far left was SA-Stabschef Viktor Lutze.

Odd I think they are photos of photos or at best contact prints but interesting notn the less

My sense of this photo is that it was taken by a press man, a professional photographer or a newspaper reporter; it has the setup and the look of a press release photo. The darkness of the piece may be due to it's having been reproduced a number of times.

Just some thoughts about a very important national event being recorded for posterity.
