        Photo from a well-known series.
The guy indeed is from Westfalen (Wf) and was assigned to the headquarters as a guard: Wachdienst.
As far as I know these headquarters were at Dortmund in the Prinz-Friedrich-Karl-Strasse.

The use of the word Stabswache was no longer allowed since September 1934. It reminded too much for Röhm.

In October 1934 the guards-units were re-organized and since December 1935 known as Wachstandarte.
With the date September 11, 1936 the name was changed again and from then on known as SA-Wachstandarte Feldherrnhalle.
The collar-patch indication changed into "W".

The wearing of a (brown) helmet only was authorized when this was granted by the Oberste SA-Führung,
when these persons served as security-unit or honor-guard (Sicherheits- und Ehrenposten), according to
        the uniform-regulation from March 1, 1934.

The photos are shown in "The Helmet Decals of the Third Reich" from Ken Niewiarowicz and Anders Lehrman,
        page 189
