Yes looks like a gold award for the Rowing race in the city of Hanau.

It is the Sieger-Urkunde / winner certificate for the rowing regatta 1940 in Hanau .

The City of Hanau had the official attribute "Stadt des Edlen Schmucks" - "City of the

Noble Jewellery".
