This person later joined the Kriegsmarine and received the u boat badge. Is this certificate (facsimile I guess) signed by the Reichsjugendführer Hitler Youth Baldur von Schirach and by the Reichssportführer Hans von Tschammer und Osten common or rare please?

No doubt a commonly issued HJ/BDM document, but impressive none the less!
I would value this item at 45-60 Euro (on internet dealer sites), as you suspected; the signatures are printed or auto-pen.
