Could the abbreviation be perhaps :
Haupt-Verpflegungs-Lager Paris ?
(that would be a closer match to the unit written below it, Verpflegungsamt 310).

I forgot to answer this :

A Verpflegungsamt is a very small administrative unit.
(there was one in every division, but on other levels as well).
The typical size would be 25-40 men, ~7 of them officials, with the task of overseeing and
administrating the supply to certain units.

Verpfl.Amt 310 probably had the task to administer the Haupt-Verpflegungslager
in Paris and organize the distribution of supplies to the units located in that area.
I do not know where it was located.
