Kompagnie-Abschnitt 11/4 or company sector 11/4 is at the top. I would guess it's a WW 1- era diagram of some unidentified area.

I don't see anything specific that suggests WW1?

If it came with a bunch of other maps and documents it might help indicate where, when and who
