Who is this old man?

Hello,

I was going through one of my albums and came across these three photos of an old soldier who must be a WW1 veteran. The subject matter of the album is a guy's service in Russia. My question is who is this old man and why is he visiting troops at the front? He must have some sort of importance and the photos look like they were taken in Russia. Comments welcome.

A clue might be in the sign behind him in photo one, it says "Geschaeftszimmer" in large writing, but I can't make out the smaller.
