Unknown uniform

Does anyone recognizes this uniform? And can someone tell me what's written on the back? I do speak a bit of German but I can't read Sütterlin.

Sorry I can't make it all out but hopefully it will be a start. I think what it says is;

The place in the 2nd line, I think, doesn't start with H because we can see the way the H of "Helmut" is written. I tend to read "Ifrijkäus". The writer seems to have stopped in between letters of this particular word, maybe not being sure himself how the bloody word is spelled.

However, I think it says "Militsoh, Bez. Be..."
