wehrmacht grain sack? A "what is it" question...

I have no idea where to post this so I'm starting here. I don't know if it's a grain sack, part of a storage bag, a seat cover? what? Believe it or not it "seems" to be made of/woven from: flat paper thread; sort of like firecracker fuse. Weird.
