Just for amusement here is an odd double exposure, I am guessing!
It is very strange that only the figure of the old man is visible, the background and the policeman are not affected. Spooky!!!

Hi,

yes, the old man moved during the picture.
Usually you find that with children, everyone is ok but the small baby that is moving in the arms of his mother/father.

Thanks for the input. Yes, I think you are right, overcast day, slow exposure, fast old man. But still an amusing photo I think.
