I would say that the man on the far right is SS press chief Otto Dietrich, not Ernst Kaltenbrunner.

Darryl is right, this is Press chief Dietrich. The Heer general is Theobald Lieb.
The photo was taken for the special ceremony which was held in February 1944 in the FHQ when Degrelle was awarded the RK, Lieb the Eichenlaub and Gille the Schwertern after the Tcherkassy battle.
