I think that the chap second from the left (in the row just behind the children) looks like Sir Humphrey Appleby - from Yes Minister, and Yes Prime Minister.

It's hard to believe that no one has posted a celebrity look-a-like photo since March of 2017. Here's another. Fotobethge@online.de listed this photo today of an SS music director.
