Military Swimming Life Saveir Certificate?

I'm under the impression that this is a military life saver certificate or ID card but I cannot read German well so I'm really not sure if that is what is. Any help would be most appreciated. Here's a view of the front:

First off, it is not military. Also, you only have half of the certificate. There are three levels besides the mitgliedkarte (membership): Gundschein, Leistungsschein, and Instructers certificate. The Deutsch Lebens-Rettungd-Gesellschaft (DLRG) still exists today.
