          I´m not sure but if remember corectly I have heard of german pilots reciving the hungarian pilot badge as a "gift" when they had trained hungarian pilots, hopefully someone else can comment on it some more.

            Looks like an Italian pilot wing to me, with a crown above the eagle's head and a fasces in it's talons

                  I found this photo of an italian officer when I was looking through one of my photoalbums, he´s wearing the italian pilotsbadge and he wears the Ek2 ribbon through a buttonhole.
