Document Identification needed...

Can anyone please identify this document. I have been told it is a drivers license, is this accurate? Also, can anyone give me an idea as to its value? Thanks for the help!

That is issued a driving licence of the armed forces in May 1938 in Nuernberg to a soldier infantry of the regiment 21.

The examination of the class 3 was in the May of the Fuererschein issued in April 1938

On page 2 it looks like he had also class 1 (motorcycle)....it is a prewar Militär-Führerschein with the word Militär crossed out and replaced with Wehrmacht...this was not uncommon!

It is signed by the Regiments CO Oberst Karl Körbitz.
