If you can get a clearer image of the car you might get a unit symbol which might help?

Looks like just a regular middle ranking Heer officer. He's not highly decorated either so there's basically no chance of naming him. I would suggest though that he seems to be reporting to the officer on the left which would mean he was of higher rank.
Collecting German award documents, other paperwork and photos relating to Norway and Finland.

                My thoughts exactly.

Is this photo from the same group as the Narva photos you posted? If so, do some research to find out which German divisions were at Narva, find their unit emblems (use http://www.wwiidaybyday.com/) and then compare them to the symbol barely visible on the car. You might get lucky. If you do get a match, you then have the name of the division commander and probably the regiment commanders, one of whom might be the officer on the left.

That's the basic run-down of how I'd ID this photo if it were mine.

                Hope that helps.

If its possible to get a higher quality scan by tweaking the scanner software, or even borrowing a better camera to take a clearer picture then that might make life easier.

The officer in the center is a Oberst?

Would say the officer on the left is wearing glasses?

I would say yes, and therefore I got my working hypothesis about these two men. But I would like to know if the man in the center is a Oberst.

If I was forced to make a guess, I'd say his shoulder tabs were those of a Major/Obstlt./Oberst.
