Mein Kampf Presentation Edition

Can anyone help me translate this dedication in a copy I picked up from a local vet. I upgraded from my 1933 edition in rough condition to a very nice presentation copy.

Hi,

this is a weeding edition book, gift from the local mayor (with wishes) to the new couple (married in February 4, 1938).
The signature is the one from the mayor of (Hansestadt) Köln : Karl Georg Schmidt.

According to Wikipedia Karl Georg Schmidt died in 1940 but I am not sure how as I am just now trying to learn German.
