Unknown uniform? Help please

Hello,
I´ve this photo in my collection. The left guy on the picture is Pg. Dr. Robert Ley (DAF/"Reichsorganisationsleiter"). But from which organisation is the person on the right? Any idea´s ?
Note the arm band and the "cufftitle".
Or is it the standart SS Uniform?

Dear Nimrod,
I think you will find it's Walter Buch wearing SS uniform. I cannot explain the strange distortions to the brassard , they almost look like bad Photoshop work.

Hello,
I don´t used Photoshop or something like that, this photo is in his original condition and I was wondering about the arm band and the cufftitle (or what it is above his hand),....
If it is a normal SS uniform, it´s ok, thanks for the information.
I am collecting medals/awards/documents/uniforms and photo´s of the labour organizations so the SS is not my area....

Dear Nimrod,
To my eye the photograph has definitely been played with. I must say that it looks like the type of computer distortion done to avoid ebay rules and regs. Perhaps the picture in your possession is a high resolution digital copy; you might want to check under a strong magnifying glass.
