Unknown (to me) Uniform

Fellow Collectors and Researchers:

I have a photo of an unknown Leutnant zur See (who was a former Hilfskreuzer crewman) standing next to his wife with this man posed with them.

Certainly don't recognize this uniform...is it political or some sort of Zoll, Richter, Administrative or other functionary type of uniform insignia?

I've tapped out my small reference set of things not related to the Kriegsmarine.
