After the end of WW2 in Berlin it was difficult to go by underground. Only persons with a special permission have been allowed to go by untergroud (U-Bahn). Such a permission is your document.

The stamp: "Oberkommando der Wehrmacht ..." more is difficult to read.. May be you could

sent a new pic of the total stamp but without enlargement, same as the two other pics.
