It might be an absentee wartime wedding where the soldier is at the front and the helmet represents him. I don't see any telephone or radio gear, though, which would usually be present.

Maybe odd but could the groom be the photographer here?

I think the political figures have later uniform, the left hand one doesn't have a jacket.

But, the helmet does indicate to me an absentee groom.
