GAB documents, why so late?

Dear all,

Is there any explanation for the fact that even if the GAB was instituted on June 1st, 1940 (and actually also won in the summer of 1940), the earliest award docs seem to be dated summer of 1941, one year later?

In Forman's book on award documents vol.1 there is an example to a member of 14.\LSSAH dated 3 Oct. 1940.
