Someone knows the name and what a cufftitle he wears ????

That's Erwin Rösener, HSSPF for Alpenland, and wearing a cufftitle that reads that. He won both classes of the KVK during 1942, and wear the 1st Class with Swords here, so this photo is later 1942 at the earliest. But he won the EK I in August 1943, so this is before that happened. He was hanged in Belgrade after the war.

Edit: a liitle more research shows his KVK I was datedApril 20, 1942. His EK I was dated December 14, 1943. Rösener won the DKiG January 27, 1945. Source for all this: Yerger's DKiG Holders of the SS & Police volume 6.

Rösener was truly an Altekämpfer: he held NSDAP Membership Number 46771 and also the Golden Honor Award of Gau Hessen-Nassau.
