Wartime Russian Soldbuch (?)

The dates in this document place it in WW2, but I do not know if it is military or civil in nature. I could not find exact matching examples online, but believe it to be a pay book (Soldbuch) of some type.

I would appreciate any clarification from Russian-speakers here on the Forum.
