Well it is a declaration (oath) the undersigned witnessed the destruction of 3 Armoured vehicles in single handed in close melee and the proposal of that the EK 1st class be awarded,

    Leader 33 motorized supply/support unit

My German is very bad so I may be way off.

I did check a source I have handy and the unit numbers and dates are all correct for that time period.

It is a sworn claim by the undersigned himself (not by a witness), saying that he single handed destroyed 3 armored vehicles while serving in Africa.

He says, for this he was submitted to receive the Iron Cross 1st class according to divisional proposal list from February 1, 1943.

(He doesn't state that he actually received the Iron Cross 1st class for this claim.)

No, it is the abbreviation of Heeres-Verordnungsblatt (HVBl) = Army Regulations

              H.V.Bl 42, Teil B, Bl 5, Ziff 190
refers to the March 09, 1942 regulation for the award of the "Sonderabzeichen für das Niederkämpfen von Panzerkampfwagen durch Einzelkämpfer"

Your officer tried to apply for the award of 3 TDB's - There is no indication that he was successful.

Here is the military record of the soldier where he was stationed during the period of this document. I cant really read what is all written but i have some other files that might clear that.
