Russian Archive Photo?

I am pretty sure this is one of those worthless "Russian Archive" photos. I jumped on it pretty fast and mindlessly bought it because Rogge was in the photo, but once I took a good look at it, I thought this was bad....

Even though it does not have the red Cyrillic stamp and the pencil scribbles so common on the fake Russian Archive photos, it has that blue stamp that I have seen so many times on the other fake ones.

I would certainly like your opinions before I feed this thing into my shredder.
